A Precinct Structure Plan in preparation.
Parwan Employment is at an early planning stage. The Victorian Planning Authority is working with Moorabool Shire Council on a Precinct Structure Plan and a Development Contributions Plan for around 2,500 hectares of jobs land.

The precinct is employment land. There are no homes, dwellings or resident figures for Parwan Employment, and none should be inferred from neighbouring precincts.

One of the largest employment precincts being planned in regional Victoria, set aside for jobs rather than housing.
Agribusiness and food processing
Value adding to the region's irrigated agriculture, with land suited to intensive agribusiness uses.
Industry and logistics
Freight friendly land close to the Western Freeway and the Melbourne-Ballarat rail corridor.
Infrastructure and servicing
Water, wastewater, power and road upgrades sequenced through a Development Contributions Plan.
Environment and waterways
Parwan Creek and its surrounds are addressed through the plan. Conservation areas: see the official plan.
Buffers to townships
Interfaces to Bacchus Marsh and the rural townships are a core part of the precinct planning work.
Indicative delivery timeline
Stage 1
Planning and technical studies
Background reporting, scoping and infrastructure investigation with Moorabool Shire Council. This is the current phase.
Stage 2
Draft plan and exhibition
A draft Precinct Structure Plan would be exhibited for public comment. No draft has been exhibited to date.
Stage 3
Approval and enabling works
Following approval, servicing and enabling infrastructure would be delivered ahead of the first land parcels.
Stage 4
A maturing employment precinct
Staged take up by agribusiness, industry and logistics operators over the long term.

IN PREPARATION. The VPA is working with Moorabool Shire Council to prepare a Precinct Structure Plan and Development Contributions Plan for the Parwan Employment precinct (~2,500 ha). No draft PSP has been exhibited; technical studies published through July 2026.
The final plan will be published by the Victorian Planning Authority when it is approved. Follow progress on the official page.
